וּלְמַטֵּה בְנֵי־אֶפְרַיִם נָשִׂיא קְמוּאֵל בֶּן־שִׁפְטָן׃
English Translation
And the prince of the tribe of the children of Efrayim, Qemu᾽el the son of Shiftan.

Ulematteh venei-Efrayim nasi Kemuel ben-Shiphtan.

Rashi notes that Qemu’el’s father, Shiftan, is the same figure mentioned in Bamidbar 25:7 as the father of Pinchas.
